ASN Software Introduces New California CARS Act Dealer Updates

New ASN updates help California dealers manage CARS Act disclosures, returns, refunds, reporting, vehicle documentation, updated pricing requirements and RISC forms directly within their dealership management system.
CLOVIS, Calif. - Sept. 25, 2026 - PRLog -- ASN Software, a provider of integrated dealership management solutions for automotive and related businesses, has announced a series of software updates designed to help California dealers manage new requirements associated with the California Combating Auto Retail Scams (CARS) Act and related pricing and contracting changes taking effect October 1, 2026.
California's CARS Act, enacted as Senate Bill 766, establishes new requirements affecting vehicle advertising, disclosures, add-on products and services, and qualifying used-vehicle cancellations and returns. The law also establishes specific requirements for documenting and processing transactions when a customer exercises the right to cancel.
ASN has incorporated these changes into the dealership workflow so dealers can manage the new requirements within their existing system rather than relying on separate manual processes.

Required CARS disclosures
ASN provides the appropriate disclosure documents within the sales process, allowing dealers to print and present the required information to customers.
Return and cancellation processing
ASN provides a workflow for processing qualifying customer returns or cancellations, including the associated documentation required for the transaction.
Customer payment and refund processing
The system provides tools for recording customer funds and processing applicable refunds and fees associated with a returned transaction.
Reporting and pending transactions
Returned, cancelled, pending, and undelivered transactions can remain identifiable within the dealership's records and reporting, helping dealers maintain a clearer history of what occurred.
Mileage and vehicle image documentation
ASN maintains vehicle-related information and images to help dealers preserve documentation associated with the vehicle and transaction.
Updated vehicle stickers and pricing
ASN has updated vehicle sticker functionality to reflect current pricing requirements, including the treatment of mandatory dealer fees in the displayed vehicle price. The FTC's September 2026 guidance states that a mandatory document fee must be included in the advertised price when the dealer requires consumers to pay it.
Updated California RISC and related forms
ASN has also updated applicable California forms to provide dealers with current versions within the system.
Designed for the dealer's existing workflow
"Rather than asking dealers to create a separate process for every new requirement, our goal is to incorporate the necessary changes directly into the ASN workflow," said Alex Azary, ASN Software.
"The dealer should be able to complete the transaction, provide the required disclosure, process a return when applicable, and maintain the related documentation without having to work around the DMS."
ASN has also created a short video demonstration showing the updated CARS-related functionality and how the features work within the dealership system.
